Mass Layoff Statistics: 1st Quarter of 1997 During January through March 1997, there were a total of 102 mass layoffs in Illinois resulting in 15,584 separations. The largest percentage of separations (32 percent) was caused by seasonal layoffs. By comparison, during the first quarter of 1996, there were 113 mass layoffs in Illinois which resulted in 16,457 separations. Also 24 of the mass layoffs during the first quarter of 1997 were a result of partial or full closures of establishments. These closures produced 4,293 or 28 percent of the quarterly separations. Mass Layoff Statistics is a Sate - Federal cooperative statistical program designed to identify, describe, and track large permanent layoffs. Layoffs which include 50 or more separations and last at least 31 days are considered permanent. The program relies on establishment and unemployment claims data from State Unemployment Insurance (UI) systems, as well as, information from employers. Establishments which have 50 or more initial UI claims filed against them during a five consecutive week period are identified as having potential mass layoffs. Once identified, employers are interviewed by phone or sent a survey form to determine if 50 or more workers were separated by them for more than 30 days.
